Does anybody know if workers' comp should be charged on mandatory gratuities? I know tips are generally excluded, but do these qualify as tips since they are built into the contract?

I just had an audit conducted by our W/C carrier and it was discussed. Gratuities in California are not subject to payroll premium.

It would be in Iowa. Tips directly from the customers above the 20% mandatory gratuity can be excluded, but I am not sure about the 20%.
