Are most drivers hired as independent contractors and issued a 1099? Do any limo companies hire drivers full time and give them benefits such as health care, dental, life insurance?

That seems to be what is going on. It is just like running with out insurance or the benifit of authority. As long as you don't get caught you have a price advantage over the competition because you are shifting your payroll tax burden to your workers.

Steve: according to thr IRS,it is just "misclassification" of workers. It becomes illegal when you don't do what the IRS "suggest" you do to correct the misclassification. The State is where you can really get nailed but as long as the money holds out, you can keep fighting them in court but they will keep it up untill the ware you out or run you out of money then they still collect.

IN California George that is mostly illegal. If you have employees you are expected to treat them and pay them as, get ready for it, EMPLOYEES!
